The White House announced that the 2028 presidential election will be decided by a national popular vote instead of by the Electoral College. A White House press release states: “Prior to the 2028 presidential election, a majority of states will have agreed to join the National Popular Vote Interstate Compact. This will effectively end the undemocratic Electoral College. The 2028 election will be decided by the popular vote.”

Under the terms of the National Popular Vote Interstate Compact each state in the compact agrees to award their electoral votes to the popular vote winner. If the total number of electoral votes controlled by the states in the compact is 270 or more, the election is decided by the popular vote, not the electoral college.

Replacing the Electoral College with a popular vote requires getting enough states to join the compact. The White House doesn’t think this will be a problem. White House Press Secretary Krista Bok was asked why the White House was confident.

Bok: “States refusing to join the compact will face pressure from the federal government, from businesses operating in those states, and from voters. Everyone in those states will suffer until the states agree to join a movement the country wants.”
